(Geomatrix) submitted a work plan for the <br /> TAOC Tracy Pump Station property in Tracy, California on behalf of Chevron <br /> Environmental Management Company(CEMC) and Union Pacific Rail Road (UPRR). On <br /> May 28, 2004, Geomatrix submitted another work plan for the adjacent 990 Beechnut <br /> Property in Tracy, CA on behalf of CEMC. Both work plans describe the collection of grab <br /> groundwater samples downgradient of the sites to characterize the downgradient extent of <br /> groundwater impacts. Two of the six proposed locations are on a private property. On <br /> June 3, 2004, the California Regional Water Quality Control Board, Central Valley Region <br /> (RWQCB), approved the two work plans. For the TAOC Tracy Pump Station property, the <br /> RWQCB requested that if petroleum hydrocarbons are not detected in the two grab <br /> groundwater samples to be collected downgradient (located in 9th Street), an additional <br /> boring should be advanced approximately midway between 9th Street and the site (on a <br /> private property). The proposed grab groundwater sample locations are shown on Figure 1. <br /> To perform the investigations for both sites, CEMC and UPRR have been attempting to <br /> acquire access to two private properties for the past year with no success. Based on the <br /> conversation between you and Bryan Turner of Geomatrix on May 10, 2005, we will proceed <br /> with the investigations, foregoing the borings requiring access to private property. Four <br /> borings will be advanced in 9th Street(Figure 1) as outlined in the May 2004 work plans. <br /> CEMC and UPRR will continue their attempts to gain access to the two private properties. <br /> After the grab groundwater samples in 9th Street have been collected, a summary report will <br /> be presented for each site under separate cover and the need for additional samples on a <br /> private property will be assessed. <br /> Geomatrix Consultants, Inc. <br /> Engineers, Geologists, and Environmental Scientists <br />
