Dean Hubbard ENVIRONMENT ENT I HEEALTH <br /> S <br /> DATE: 2 March 2004 SIGNATURE:— 4 <br /> SUBJECT: Former TAOC Pump Station, 990 Beechnut, Tracy, San Joaquin Co. <br /> I have reviewed the 13 January 2004 Soil Investigation Report, 990 Beechnut Avenue, Tracy, San Joaquin <br /> County, prepared for ChevronTexaco by Geomatrix Consultants, Inc. (Geomatrix). This site was formerly <br /> associated with the Former TAOC Tracy Pump Station (880 Beechnut), located east of this site. <br /> Additionally, I reviewed previous soil and groundwater investigation reports conducted by Geomatrix from <br /> 1997 to 2001. The purpose of the investigations was to determine the lateral and vertical extent of impacts <br /> to soil and groundwater caused by petroleum hydrocarbon leaks from abandoned crude oil pipelines (Old <br /> Valley Pipeline, OVP) and the TAOC Tracy pump station. <br /> The OVP and pump station were formerly operated by predecessors of Chevron and Texaco (now <br /> ChevronTexaco), from the early 1900s to the mid-1960s, to heat and transfer crude oil from Kern County <br /> to refineries in the Bay Area. Crude oil was diverted into the pump station facilities and heated to reduce <br /> viscosity to facilitate movement through the pipeline. Buried pipelines previously crossing the north and <br /> south portions of the site have reportedly been removed. <br /> BACKGROUND <br /> The approximately 3-acre site, located within a residential area of Tracy, and owned by ChevronTexaco, is <br /> currently undeveloped and surrounded by fencing. In March 1985, petroleum hydrocarbons were observed <br /> at the site during construction activities and further development was halted until environmental <br /> investigations could be conducted. One stockpile of petroleum hydrocarbon-impacted soil is present near <br /> the center of the site. Similar conditions present at the related adjacent site to the east (Former TAOC <br /> Pump Station, Tracy, 880 Beechnut Avenue) are being addressed separately by ChevronTexaco. <br /> S Qil <br /> Between 1979 and 2001, approximately 46 samples were collected from 22 different locations and <br /> submitted for analysis. According to the reports, residual petroleum hydrocarbons are present in surficial <br /> soils throughout the site to a depth of approximately 15-feet and some areas were slightly deeper.
