amec,9 <br /> ' EXCAVATION WORK PLAN <br /> 990 Beechnut Avenue <br /> Tracy, California <br /> 1.0 INTRODUCTION <br /> On behalf of Chevron Environmental Management Company (Chevron), AMEC Geomatrix, <br /> ' Inc. (AMEC), has prepared this excavation work plan for the 990 Beechnut Avenue property <br /> located in Tracy, San Joaquin County, California (the Site, Figure 1). The Site is currently <br /> undeveloped and a fence is maintained around the property boundary to prevent trespassing. <br /> Results from characterization activities and a screening-level risk assessment(SLRA) indicate <br /> that chemicals in soil within a localized area of the Site exceed screening levels for <br /> commercial/industrial use. The objective of the proposed remediation is to address soil in this <br /> localized area so that the Site will be suitable for future commercial/industrial use. To achieve <br /> this objective, soil excavation and off-site disposal is recommended for addressing the <br /> ' localized area of impacted soil. The purpose of this work plan is to present the objectives, <br /> rationale, methods, procedures, and activities for the implementation of the planned remedial <br /> activities. <br /> The following sections provide a general description of the Site background, a discussion of <br /> 1 the geologic and hydrogeologic setting, a summary of Site investigation activities, the results <br /> of the SLRA, and a description of the proposed remediation and assessment activities, public <br /> participation activities, and schedule. <br /> ' 2.0 SITE BACKGROUND <br /> ' The Site is an approximately 3-acre vacant undeveloped property located in a predominantly <br /> mixed residential and commercial area in the City of Tracy, California (Figure 2). The Site is <br /> bounded by Beechnut Avenue to the north, Forest Hills Drive to the east, residential homes to <br /> the south, and greenbelts and residential housing to the west. An apartment complex, located <br /> on the southwest corner of the intersection of Forest Hills Drive and Beechnut Avenue, <br /> ' borders the northeast corner of the Site. The Former Tidewater Associated Oil Company <br /> (TAOC) Tracy Pump Station Property (800 Beechnut Avenue) is situated directly east of the <br /> Site across Forest Hills Drive. The residential subdivision located to the west of the Site <br /> ' (hereafter referred to as the Alden Park Property) includes single and multi-family residences, <br /> a city park (Alden Park), a greenbelt between Palm Circle and Sequoia Boulevard, and a <br /> separate greenbelt area immediately adjacent to the western and southwestern site boundary <br /> (Figure 2). The Site topography is relatively flat, with the exception of a "fill mound", a raised <br /> area in the central portion of the Site (Figure 3).
