amec`9 <br /> 1 <br /> ' Following the completion of remediation activities, a deed restriction will be prepared and <br /> recorded that will prohibit the use of the Site for residential or other sensitive receptor use <br /> (including schools, day care facilities, or hospitals), and will also prohibit structures in the <br /> ' vicinity of sample location GMX-13 unless further assessment, remediation activities, or <br /> engineering controls with risk management measures are implemented. The deed restriction <br /> 1 will also prohibit the use of shallow groundwater underlying the Site as a drinking water <br /> source. <br /> 5.0 PROPOSED REMEDIATION PLAN <br /> This section presents the rationale for and activities associated with the proposed remedial <br /> ' actions for the Site. <br /> 5.1 RATIONALE AND PROPOSED ACTIONS <br /> Based on the summary of the SLRA presented in Section 3.0, elevated concentrations of <br /> PAHs (and to a lesser extent TPH) were detected in shallow soil samples from borings <br /> GMX-09, GMX-25, and GMX-31. AMEC will provide engineering and remedial construction <br /> services required for the remediation of affected soil within the Site to meet the risk-based <br /> remedial goals for the project, which are presented on Table 3. Remediation will involve <br /> excavating and managing this PAH-affected soil in the vicinity of locations GMX-09, GMX-25, <br /> and GMX-31 to approximately 6 feet bgs; collecting confirmation soil samples from the <br /> excavation floor and sidewalls; profiling impacted soil for determination of appropriate off-site <br /> disposal options and off-hauling the excavated soil to an appropriate off-site disposal facility; <br /> backfilling the excavation with excess site soil from the "fill mound" located in the central <br /> ' portion of the Site and returning the excavation to an original grade; and restoration of any <br /> rerouted and/or active utilities. Engineering and remedial activities shall be performed in <br /> accordance with applicable local, State, and Federal regulations. <br /> 5.2 REMEDIAL ACTIVITIES <br /> A description of the proposed remediation activities is presented below. <br /> 5.2.1 Preliminary Activities <br /> Upon approval of this plan from the Water Board, detailed designs and planning of the <br /> excavation activities will be completed, and a qualified subcontractor will be selected. The <br /> subcontractor will obtain permits for the proposed work from the City of Tracy, San Joaquin <br /> County, and other agencies as appropriate. AMEC and the selected contractor will prepare a <br /> site-specific Health and Safety Plan (HASP) in accordance with the requirements of 40 Code <br /> of Federal Regulation (CFR) 1910.120. The HASP will be provided to all field personnel.
