The work plan was prepared to characterize background
groundwater quality. The Regional Water Board did not require the study; it was initiated by
Woodbridge Sanitary District. The workplan is conditionally approved pending submittal of a
figure showing the revised monitoring well locations. Please provide a Workplan Addendum
prior to drilling the wells. Please submit a Groundwater Well Installation Report within 60-days
of completing installation of the wells.
I have the following comments:
The workplan proposes a well located across the Mokelumne River from the wastewater
treatment facility. The Mokelumne River likely acts as a hydrogeologic barrier for
groundwater in the first saturated interval. We believe a well located across the river will
not provide data that will be useful in determining background groundwater quality in
future evaluations. We recommend the well be located on the west side of the
Mokelumne River, and closer to the wastewater treatment facility as described below.
The proposed wells are located a substantial distance from, the wastewater treatment
facility. The wells may be located in different soil types that affect groundwater chemistry.
We believe locating a well closer to the wastewater treatment facility will provide more
useful data when considering the potential impact the wastewater discharge may have on
groundwater quality.
If you have any questions on these comments, please telephone me at (916) 464-4616.
TIMOTHY O'BRIEN
Waste Discharge to Land Unit
cc: Mike Huggins, San Joaquin County Environmental Health Department, Stockton
Thomas Butler, P.G., ECOLOGIC Consulting Engineers, Stockton
California Environmental Protection Agency
a Recycled Paper
W\Stafl\0bncn7TSan Joaqu,\Woodbndgc CSMColuai 8 May 08.da
