BENJAMIN HOLT DRIVE, <br /> STOCKTON, SAN JOAQUIN COUNTY (REGIONAL BOARD CASE#390557) <br /> 1 reviewed the Well Destruction Work Plan (Workplan) submitted by your consultant Conestoga-Rovers <br /> & Associates (C-RA), and received electronically in GeoTracker on 1 June 2009. The Workplan <br /> proposes abandonment of 17 groundwater monitoring wells located onsite and offsite on the Caltrans 1-5 <br /> off-ramp (southbound Benjamin Holt Drive) by excavating down to and cutting off the top 2.5' of the well <br /> casing and, where applicable, also removing the metal conductor casing as above; then filling the wells <br /> (and voids between the wells and conductor casings) with grout to top of casing, allowing grout to spill <br /> over and create a mushroom cap 1' high over the well, before filling hole with soil and finishing to grade <br /> with 6" to 8" of concrete. C-RA will acquire the well abandonment permits from the San Joaquin County <br /> (SJC) Environmental Health Department (EHD) and an encroachment permit from Caltrans. <br /> The SJC well regulations require that if well samples were contaminated, when last sampled, the wells <br /> be abandoned by overdrilling and grouting with neat cement; and if well samples were non-detect for <br /> contamination, when last sampled, the wells be pressure grouted with neat cement. Since the Workplan <br /> text does not include these details, the SJCEHD will not issue the permits until Shell Oil Products agrees <br /> to a methodology that meets SJC well regulations. The Workplan is tentatively approved pending <br /> SJCEHD permitting for the approved method(s) of well abandonment. Once the SJCEHD concurs to the <br /> method(s) of well abandonment by issuing the well permits, and Caltrans has issued the encroachment <br /> permits, Shell Oil Company shall provide a detailed schedule for the fieldwork and the subsequent report <br /> to this office, no later than 30 June 2009.
