BENJAMIN HOLT DRIVE,
STOCKTON, SAN JOAQUIN COUNTY (REGIONAL BOARD CASE#390557)
1 reviewed the Well Destruction Work Plan (Workplan) submitted by your consultant Conestoga-Rovers
& Associates (C-RA), and received electronically in GeoTracker on 1 June 2009. The Workplan
proposes abandonment of 17 groundwater monitoring wells located onsite and offsite on the Caltrans 1-5
off-ramp (southbound Benjamin Holt Drive) by excavating down to and cutting off the top 2.5' of the well
casing and, where applicable, also removing the metal conductor casing as above; then filling the wells
(and voids between the wells and conductor casings) with grout to top of casing, allowing grout to spill
over and create a mushroom cap 1' high over the well, before filling hole with soil and finishing to grade
with 6" to 8" of concrete. C-RA will acquire the well abandonment permits from the San Joaquin County
(SJC) Environmental Health Department (EHD) and an encroachment permit from Caltrans.
The SJC well regulations require that if well samples were contaminated, when last sampled, the wells
be abandoned by overdrilling and grouting with neat cement; and if well samples were non-detect for
contamination, when last sampled, the wells be pressure grouted with neat cement. Since the Workplan
text does not include these details, the SJCEHD will not issue the permits until Shell Oil Products agrees
to a methodology that meets SJC well regulations. The Workplan is tentatively approved pending
SJCEHD permitting for the approved method(s) of well abandonment. Contact Mike Infurna, SJCEHD at
(209) 468-3454 for guidance concerning SJC well regulations. Once the SJCEHD concurs to the
method(s) of well abandonment by issuing the well permits, and Caltrans has issued the encroachment
permits, Shell Oil Company shall provide a detailed schedule for the fieldwork and the subsequent report
to this office, no later than 30 June 2009. When we have verified through your letter report that the
Shell wells have been properly abandoned, we will continue the USTs closure process.
If you have any questions, you may contact me at (916) 464-4615 or by e-mail at the following address:
jbartonC@waterboards.ca.gov.
APPROVED
/s/original signed by author
JAMES L.L.
