Benjamin Holt Dr.
Stockton, CA 95219
San Joaquin County Public Health Services,Environmental Health Division(PHS/EHD)has
reviewed the "Workplan for Additional Limited Subsurface Investigation" dated July 30,
1993 as submitted by AEGIS and has the following comments. Directives issued by
PHS/EHD to Shell Oil Company in correspondence dated May 8, 1993 required monitoring
wells to be installed around the existing tank pit, piping and areas of known soil
contamination.
As proposed in this AEGIS workplan, only one monitoring well will be installed so the site
specific gradient cannot be determined. Data obtained from the proposed Hydropunch grab
samples may determine the need for other monitoring wells. Please submit an addendum
showing additional locations of monitoring wells in areas of known soil contamination as
detected in soil boring samples taken January 20, 1990.
Along with the addendum due within sixty days (60) of the date of this letter, include an
updated and complete Site Specific Safety Plan (SSSP)which lists responsible persons with
twenty four (24) hour phone numbers, and a map highlighting the route to the nearest
emergency facility.
Analysis for Ethylene dibromide (EDB) in soil and groundwater is deferred at this time.
Total Lead, not soluble Lead analysis, utilizing EPA Method 7420 or 6010 shall be done on
soil samples. Groundwater analysis for soluble Lead utilizing EPA Method 7421 or 6010
shall be done when monitoring wells are sampled.
Monitoring wells shall be grouted only with neat Portland cement, or Portland cement with
3-5% bentonite or a bentonite slurry. PHS/EHD recommends that during well construction
and after filter sand placement, the well be surged long enough to ensure sand settlement
prior to placing the two foot (2') thick bentonite seal.
A Diaiaion of San Joaquin CoMty Health pare Scmcft
