PHS/EHD further clarified soil remediation goals
which are based on the potential threat to groundwater which residual soil
contamination may pose. A discussion followed which illustrated basic conceptual
differences with regard to contamination migration and absorption and desorption.
PHS/EHD maintains that residual soil contamination which poses a threat to
groundwater must be remediated regardless of method of disposition. Residual soil
contamination occurs directly from the former leaking underground storage tanks and
from migration of contaminated groundwater through saturated soil.
Rather than accept the work plan as a corrective action plan, PHS/EHD agreed to
approve the work plan as an expanded feasibility study/interim remediation work plan.
PHS/EHD reiterated a desire to initiate remediation at this site as evidenced through
numerous requests in correspondence over the last several years.
The discussion about duel completed vapor extraction/air sparge wells provided
further information about their application and usefulness. Mr. O'Brien explained that
under no circumstances would the same vapor extraction well and air sparge well be
operated simultaneously. PHS/EHD, under those circumstances, indicated
conceptual design approval; however, PHS/EHD maintains that channelling may
affect remedial effectiveness with duel vapor extraction/air sparge well construction.
A Division or 45an Joaquin County Health Care Services
