Benjamin Holt <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has reviewed the report dated August 30, 1991 <br /> prepared by Alton Geoscience for the above site. A quarterly <br /> report dated November 18, 1991 prepared by Brown and Caldwell for <br /> the ARCO station located at 2908 W. Benjamin Holt has also been <br /> reviewed. In a phone conversation on December 6, 1991, Margaret <br /> Lagorio, Senior REHS, PHS/EHD, discussed with you concerns that <br /> additional monitoring wells previously proposed in June 1990 for <br /> this site have never been installed. The plume of groundwater <br /> contamination has never been physically defined and a remediation <br /> plan has not been developed. <br /> In June 1991 ARCO started extracting over 400, 000 gallons of <br /> groundwater per month at their site. This groundwater extraction <br /> has influenced the groundwater flow pattern according to ARCO'S <br /> last quarterly report. ARCO installed a monitoring well (BHD-1) <br /> forty (40) feet from Chevron's Monitoring Well #1. ARCO' S last <br /> quarterly report indicates BHD-1 had a decrease in water level of <br /> 2 . 01 feet between April 1991 and July 1991 and the amount of <br /> contamination detected in BHD-1 increased during that period. <br /> According to Chevron' s last quarterly report groundwater samples <br /> from Monitoring Well #1 had benzene concentration of 3300 parts per <br /> billion (ppb) . Chevron should be aggressively pursing the <br /> investigation and remediation of the contamination at this site. <br /> PHS/EHD requested Central Valley Regional Water Quality Control <br /> Board (CVRWQCB) schedule a meeting with ARCO, Chevron, PHS/EHD, and <br /> CVRWQCB staff in attendance to discuss the investigation and <br /> remediation of these sites. Cooperation between Chevron and ARCO <br /> is essential in the clean-up of these sites. The meeting has been <br /> scheduled for January 28, 1992 at 10: 00 a.m. at the CVRWQCB office <br /> located at 3443 Routier Road, Sacramento. <br /> A work plan for the additional monitoring wells should be submitted <br /> by February 15, 1992 or the work outlined in the June 1990 work <br /> plan completed by that date. <br /> A Division of San Joaquin County Health Care Services <br /> f <br />
