Box 2009 <br /> Stockton, CA 95201 ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> Re: Chevron S.S. # 9-4275 <br /> 2905 West Benjamin Holt Drive, Stockton, CA <br /> Dear Ms. Lagorio: <br /> Enclosed is a work plan dated February 4, 1991 which was prepared by Chevron's consultant, <br /> Earth Technology Corporation(ETC), to describe a field test of the Cone Penetrometer Test(CPT) <br /> and BAT Probe at the site referenced above. This field test was proposed and explained in a letter <br /> dated December 4, 1990 from Mr. Clint Rogers of Chevron to Mr. Gerald Facino of ETC(a copy <br /> of which was sent to your attention). A copy of the letter is enclosed with this cover letter. <br /> The purpose of the field test is to determine the effectiveness of the CPT to accurately define the <br /> stratigraphy and the hydrogeologic properties of the subsurface and to determine the effectiveness <br /> of the BAT probe as a means of determining and monitoring the extent of groundwater <br /> contamination. The field test was planned in such a way as to allow the relatively new CPT and <br /> BAT methods to be directly compared with the widely accepted methods of soil borings and <br /> groundwater monitoring wells. <br /> A work plan dated June 1990, which was prepared by Chevron's consultant, Groundwater <br /> Technology Incorporated(GTI), to propose the installation of additional groundwater monitoring <br /> wells, has already been reviewed and approved by your office. The enclosed ETC work plan is <br /> submitted as a modification of the previously approved GTI work plan. All required permits have <br /> been received from San Joaquin County and the City of Stockton for the field test. <br /> Chevron is very interested in performing the field test as soon as possible and can schedule the <br /> field work to begin as soon as February 15, 1991. Chevron would be extremely pleased to have <br /> representatives from San Joaquin County, the Central Valley RWQCB, and all other interested <br /> regulatory agencies on site for the field work. Chevron would like to make the results of this field <br /> test widely known in an attempt to spread information concerning the CPT and BAT among <br /> regulatory officials. It is hoped that a successful field test would prompt regulatory acceptance of <br /> the CPT and BAT probe as an acceptable alternative to monitoring wells. Chevron has delayed a <br /> plan to install additional monitoring wells at another location pending the results of this field test. <br /> In addition, Chevron has construction scheduled at this site in March 1991 which is unrelated to <br /> the field test and which would greatly interfere with the field work. For all the reasons put forth <br /> here, Chevron would appreciate your prompt concurrence with the proposed field test as described <br /> in the enclosed work plan. <br /> Based on phone conversations that Mr. Clint Rogers of Chevron has had with you and with Mr. <br /> Gordon Boggs of the CVRWQCB, Chevron looks forward to performing the field work as <br /> scheduled on February 15. If you have any problems with this schedule or any questions <br /> regarding this project, please bring these to the attention of Mr. Clint Rogers of Chevron at(415) <br /> 842-8658 as soon as possible. <br />
