SECOR
previously requested commingled plume status in a letter to San Joaquin County dated
March 20, 2001.
San Joaquin County Public Health Services, Environmental Health Division (the
County) acts in a Local Oversight Program (LOP) role for both ARCO and Chevron
sites, which have had historic, separate releases and which have both engaged in
remedial activities to cleanup soil and groundwater. This letter is intended to provide
the County with the supplemental data that supports our request for commingled plume
status. SECOR requests that the County, in turn, supports our request and advises the
State Water Resources Control Board (SWRCB) cleanup fund section (Fund) of the
merits of the commingled plume status.
BACKGROUND
ARCO #2133
Four underground storage tanks (USTs) and associated product lines and dispensers are
present at the site. A release from a piping leak was discovered in 1984. A release of
approximately 2,000 gallons of gasoline was reported in May 1989, and an unknown
quantity of fuel was released at the northern dispenser island in 1995.
