1 <br /> Chuck Carmel <br /> Page 2 <br /> The vapor extraction system proposed to remediate soil should be installed as soon as possible, in order to <br /> maximize the effectiveness of groundwater extraction. <br /> PHS/EHD has also requested additional groundwater investigation to determine the extent of groundwater <br /> contamination to the west of the site. A meeting was held on January 28, 1992 at the offices of the <br /> Central Valley Regional Water Quality Control Board to discuss the site remediation plan. At that time <br /> it was agreed that an additional monitoring well would be installed following the results of the fourth <br /> quarter monitoring event, if sample results did not indicate significant decline and if access was provided <br /> by Cal Trans to install the well. The first three quarters of monitoring results generally indicated that <br /> groundwater contamination evidenced in monitoring wells has either increased or remained unchanged. If <br /> the "Fourth Quarter" results do not indicate a significant decline, please be prepared to submit a permit <br /> application for an additional off site monitoring well by January 15, 1993. Negotiations should be <br /> initiated with Cal Trans immediately to secure encroachment agreements. <br /> PHS/EHD has requested numerous times that quarterly monitoring reports be submitted within 45 days of <br /> the date of sampling. The fourth quarter monitoring event occurred on October 28,1992; therefore, <br /> please submit the fourth quarter 1992 monitoring report by December 30, 1992. <br /> F <br /> Should you wish to secure historic site information, please arrange to review PHS/EHD files as well as <br /> those of your past and present consultants.
