The letter report was prepared by Brown and Caldwell and <br /> dated July 30, 1992. PHS/EHD has the following comments for your consideration. <br /> The letter report requested that PHS/EHD rescind the request for further soil <br /> characterization. PHS/EHD requested, in correspondence dated May 27, 1992, that a <br /> work plan be submitted by July 1, 1992. The work plan was requested because the <br /> boundaries of soil contamination had never been .established. PHS/EHD granted, in <br /> correspondence dated July 7, 1992, an extension until August 1, 1992 for the submittal of <br /> the work plan. <br /> The letter report reviewed the results of the May 1987 soil investigation conducted by <br /> Brown and Caldwell. The errors in Table 4-4, included in the 1987 Brown and Caldwell <br /> "Problem Assessment Report", unfortunately, were still present in the Revised Table 4-4, <br /> included in the July 1992 letter report. Total lead was not reported in ppb as the revised <br /> table indicated, the lab report indicated that total lead was reported in ppm. The <br /> detection limit used for samples AS-1B, AS-5B and AS-6B analysis was not 1.0 ppb <br /> benzene as the revised table indicated, the lab report indicated that the benzene <br /> detection limit used was 25 ppb. The detection limit used for sample AS-4B analysis was <br /> not 1.0 ppb benzene as the revised table indicated, the lab report indicated that the <br /> benzene detection limit used was 5 ppb. No quality data control references for EPA <br /> Method 602 were included in the lab report submitted in the letter report. Finally, no <br /> map was included locating soil samples referenced in the letter report. <br /> The request for additional soil investigation was not based upon flawed data <br /> representation. The request for additional investigation of soil contamination, which <br /> resulted from the 1984 leak of between 2,000 and 3,500 gallons of gasoline, was based on <br /> the following: <br /> A Division of San Joaquin County Health Care services <br />
