II—) 4/ <br /> ARCO PRODUCTS COMPANY <br /> P O BOX 5811 AUG 17 1992 <br /> SAN MATEO CA 94402 <br /> Re: Village ARCO #2133 SITE CODE: 1021 <br /> 2908 West Benjamin Holt <br /> Stockton CA 95207 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) conducted a site <br /> inspection on July 29, 1992 to witness groundwater sampling. PHS/EHD has the following comments for <br /> your consideration. <br /> i <br /> PHS/EHD observed significant surface drainage into the traffic box of monitoring well, MW-12. This <br /> traffic box is below grade and hence subject to surface drainage. Organic liquid accumulates in the traffic <br /> box above the casing level. Furthermore, evidence is present which suggests that drainage has occurred <br /> into the casing of MW-12. This well is sealed with a hinged cap which is not water tight. The diameter of <br /> this well is unusual and PHS/EHD has been informed that efforts to locate an expandable water tight <br /> locking cap have been unsuccessful. Please intensify efforts to secure an expandable water tight locking <br /> cap for three inch wells. It is necessary to insure that wells are not subject to surface contamination. <br /> Immediately replace traffic box gaskets, to decrease surface drainage into traffic boxes, by <br /> September',18,1992. Also, please consider the replacement of MW-12 traffic box to better prevent the <br /> accumulation of surface drainage or PHS/EHD will require coliform testing of MW-1240 ensure that the <br /> surface drainage has not compromised groundwater quality. <br /> Please continue attempts to submit quarterly reports in a timely manner.
