PHS/EHD has the following response for your consideration. <br /> PHS/EHD agrees that the contaminated soil requires remediation and that vapor extraction is an effective <br /> method of remediation. Please initiate application to San Joaquin Valley Unified Air Pollution Control <br /> District, San Joaquin County Zone (APCD) and the City of Stockton Building Department (COS) for <br /> permits to construct. <br /> The addendum proposed five vapor extraction wells to be connected to a catalytic oxidizer. The locations <br /> of these wells are concentrated primarily in the eastern portion of the site. After construction, a test <br /> period will be necessary to determine whether the zone of influence of these wells will be adequate to <br /> remediate soil contamination of the site. It may be necessary to install additional vapor extraction wells to <br /> capture documented soil contamination associated with soil borings, AS-3, AS-4, and AS-7, performed in <br /> 1987. <br /> Furthermore, since the boundaries of soil contamination have never been established, additional soil <br /> investigation is required to define the limits of soil contamination. While awaiting APCD and COS <br /> permits, please submit a work plan for the additional soil investigation defining soil contamination <br /> by July 1, 1992. <br /> Please continue attempts to submit quarterly reports in a timely manner.
