PHS/EHD comments follow.
1. The PHS/EHD letter dated June 17, 1991 requested fecal coliform testing of all monitoring
wells with* 50 feet of sanitary sewer lines. To date, this testing has not been initiated. Stele
all monitor- wells for the presence of fecal coliform contamination. Please be advised that
Pt-S/EHD ins ctions are an im o t as ect of local regulatory oversight. Thank you for
providing noric pnor to site activities and please con ue to o so.
2. The PHS/EHD letter dated October 17, 1991 requested information and documentation for the
disposal of stockpiled soil associated with the September 23, 1991, holding tank removal and
waste oil tank installation. Please submit this information to both PHS/EHD and the Central
Valley Regional Water Quality Control Board (CVRWQCB) by January 15, 1992.
3. Thank you for including the Armour Petroleum receipt dated July 16, 1991, for the disposal of
groundwater purged in July. Please submit documentation and/or summary of past purged
groundwater disposal with the next quarterly report.
4. Figure 2, the "Constituent Concentration Map", included in the 1991 Second Quarterly Report
incorrectly represented the contamination associated with monitoring well E-10. According to
the NET laboratory report and Table 3, Analytical Results, also included in the report, the correct
contamination of E-10 is 9400 ppb TPH-gas, 850 ppb benzene, 210 ppb ethylbenzene, 230 ppb
toluene, and 1100 ppb xylene.
5. Please include total depth of monitoring wells in Water Level Elevation Tables to expedite
evaluation of the amount of water in the monitoring wells.
6. The July 1991 sampling results indicated that monitoring wells had either become more
contaminated: E-2, E-10, E-11, E-12, and BHD-1; gone dry: E-3, E-4, E-5, E-6, E-7, and
E-9; or remained non detectable: PR-1, PR-2, and BHD-2. Monitoring wells that became
increasingly contaminated did so despite the operation of the groundwater extraction system. In
all future quarterly monitoring reports, please include the amount of groundwater which was
extracted and discharged to the City of Stockton sanitary sewer.
A Division of San Joaquin County Health Care Services 0
