PHS/EHD encourages you to continue negotiations with Chevron to share information. <br /> PHS/EHD files are public record and PHS/EHD encourages you to review Chevron's files. The <br /> possibility that the groundwater extraction system may be influencing the migration of <br /> contamination should be explored. A meeting has been scheduled January 28, 1992 at 10:00 AM <br /> between ARCO, Chevron, PHS/EHD, and the Central Valley Regional Water Quality Control <br /> Board (CVRWQCB). The meeting is to be held at the offices of the CVRWQCB, 3443 Routier <br /> Rd., Sacramento, CA. <br /> S. The PHS/EHD letter dated April 22, 1991, requested that a workplan be submitted by June 3, <br /> 1991, for the additional investigation necessary to establish groundwater contamination <br /> boundaries. During the April 22, 1991 and June 20, 1991, telecommunications with ARCO <br /> representative, Chuck Carmel, PHS/EHD agreed to allow two quarters (the quarters in question <br /> are: May- July and July- October) of groundwater monitoring to evaluate the effectiveness of <br /> the groundwater extraction system before commencing the next phase of investigation. The next <br /> phase of investigation should include, but not be limited to, the installation of monitoring wells <br /> on the west side of the property to better define "zero" lines. As previously mentioned, <br /> contamination appears to have increased during the July sampling. We have not received data <br /> from the October 1991 sampling, however, we believe ARCO should begin preparing a workplan <br /> to adequately define the extent of the groundwater contamination and submit this workplan by <br /> March 31, 1992. <br /> 9. An addendum to the Draft Final Remediation Plan, to address soil contamination, was requested <br /> for submittal December 2, 1991. The ARCO letter requested an extension to June 1992. This <br /> request is denied. A soil vapor survey was conducted and reported April 1987 which identified <br /> extensive soil contamination at 4 feet and 10 feet. Continue plans to conduct a soil vent test to <br /> assess the feasibility of a vapor extraction remediation system.
