Enclosed is a copy of the Proof of Publication from <br /> the Stockton Record newspaper. Comments on the draft Final <br /> Remediation Plan included in the PHS/EHD August 30, 1991 letter, <br /> are to be addressed by December 30, 1991. <br /> The following concerns shall be addressed within your next regular <br /> quarterly report: <br /> 1. During the September 20, 1991, phone conversation with Steve <br /> Meisner of Brown and Caldwell, PHS/EHD requested information <br /> regarding the removal of 55 gallon drums from the site. <br /> PHS/EHD was informed that Arco has an agreement with Armor <br /> Petroleum to dispose of purged groundwater. Please submit <br /> documentation for past disposal of purged groundwater. In the <br /> future, include documentation of purged groundwater disposal <br /> in quarterly reports. <br /> 2 . During the September 23 , 1991, tank removal site visit, <br /> PHS/EHD observed soil contamination, associated with the <br /> extraction system holding tank pit and with the new waste oil <br /> tank pit. Contaminated pea gravel was placed back into the <br /> extraction system holding tank pit. Soil removed from the new <br /> waste oil tank pit was sampled and stockpiled. Please submit <br /> information and documentation for the disposal of stockpiled <br /> soil. <br /> 3 . In the 1991 Second Quarterly Report there was no reference to <br /> indicate that the Central Valley Regional Water Quality <br /> Control Board (CVRWQCB) received a copy of this report. <br /> PHS/EHD requested, by letter dated June 17, 1991, that all <br /> reports, work plans and letters, be submitted both to PHS/EHD <br /> and CVRWQCB.
