B R 0 W N A S DE- k l;r,l_Tl
C A L D W E L L
i
September 14, 1994
Mr. John Gagliano
Caltrans Permitting .
Post Office Box 2048
Stockton, California 95201 017-1506-01/1
i3.
Subject: Request for Permission to Install One Groundwater Monitoring Well
on Caltrans Property at Interstate 5 and Benjamin Holt Drive near
ARCO Station 2133, Stockton, California
Dear Mr. Gagliano:
This letter is a second request to install one groundwater monitoring well on Caltrans'
property near the north-bound Interstate 5 off-ramp at Benjamin Holt Drive. The first request
was submitted in a March 17, 1994 letter to Caltrans. The proposed well would be installed
in the 60-foot-wide open area between the off-ramp and the concrete wall that defines the
western edge of the ARCO Products Company (ARCO) property. Figure 1 shows the
proposed location of the well.
The San Joaquin County Public Health Services, Environmental Health-Division (County), is
requiring that ARCO conduct an investigation of the soil and groundwater to the west and
southwest of the ARCO facility on Caltrans' property. Currently, ARCO has groundwater
monitoring wells located on the western and southern edges of the ARCO property.
The well would be installed using a truck-mounted hollow-stem auger drill rig. The well
would be approximately 30 feet deep and would be completed in a flush-mounted traffic box.
The installation of the well in the Caltrans property will be completed within two days. After
the well is installed, groundwater samples will be collected from the well on a quarterly basis.
Other periodic maintenance on the well may be required. The well is expected to be in place
for at least five years.
Enclosed with this letter are two copies of an ARCO access agreement. If you agree with the
terms and conditions of the agreement, please sign both copies and return them to me. We
will forward the agreements to ARCO for their signature and then return one fully executed
copy to you.
09r14/94\E\1506\CORRESPU 506-01.L-6
QMS-PS410
Environmental Engineering And Consulting-Analytical Services
9616 MICRON AVENUE, P.O.
