SECOR
International incorporated
March 20, 2001 —
Project 077.43508.570 i ' '
Ms. Lori Duncan
San Joaquin County Department of Environmental Health
304 East Weber Avenue, Third Floor
Stockton, California 95201
Re: Commingled Plume Concurrence
Chevron Service Station#9-4275 ARCO Service Station #2133
2905 West Benjamin Holt Drive 2908 West Benjamin Holt Drive
Stockton, California Stockton, California
Dear Ms. Duncan:
SECOR International Incorporated (SECOR) has prepared this letter on behalf of Chevron
Products Company(Chevron) and Atlantic Richfield Corporation (ARCO) to request the
San Joaquin County Department of Environmental Health's (SJCDEH) concurrence with
SECOR's determination that the historic petroleum hydrocarbon_releases from each site are
now commingled. This determination is based upon a review of the data from the
historical releases of petroleum hydrocarbons (including MtBE) and verified through joint
groundwater monitoring for several years. Recent data shown on Figure 1 suggests the
MtBE plumes at the sites have commingled and cannot be distinguished. Chevron and
ARCO have entered into an agreement to assess and remediate the MtBE plumes as a
commingled plume and have applied for funding from the UST Cleanup Fund. One
requirement for eligibility into the UST Cleanup Fund is the oversight agencies
concurrence with commingled plume status. Chevron and ARCO request that SJCDEH, as
the oversight agency, concur that the plumes are commingled and that SJCDEH write a
letter of concurrence with the commingled plume status. An example of such a letter is
included as Attachment A.
If you have any questions or require additional information, please do not hesitate to call
me at(916) 861-0400.
Sincerely,
SECOR InternationVr-orported
Rusty E. Benkosky, P
Project Manager
Attachments: Figure 1 - MtBE Isoconcentration Map December 14 & 15, 2000
Attachment A—North Coast RWQCB Letter Dated March 5, 1997
cc: Mr. Bob Cochran, Chevron Products Company
Mr.Paul Supple, ARCO
3017 Kilgore Road, Suite 100, Rancho Cordova, CA 95670 916.861.0400 916.861.0430 Fax www.secor.com
