On March 17, 1993 BC submitted a letter to Caltrans requesting
permission to install one groundwater monitoring well in the Caltrans right-of-way between the
northbound I-5 off ramp and the ARCO facility. This request was verbally denied by Caltrans
citing safety as the reason for denial.; On July 1, 1993, BC personnel requested a written denial
of the access from Caltrans. BC has not received a written denial. ARCO installed two
groundwater monitoring wells on the westernmost portion of the ARCO property in an attempt
to define the lateral extent of hydrocarbons in the groundwater to the west. Groundwater samples
collected from the well on the southwest portion of the site indicate that hydrocarbons are present
in the groundwater to the southwest of the ARCO site beneath the Caltrans property. The County
has again requested that a groundwater monitoring well be installed in the Caltrans right-of-way
to define the extent of hydrocarbons in the groundwater. The monitoring well would be installed
in the location shown on Figure 1. The monitoring well would be constructed as illustrated in
Figure 2. The well installation will take approximately 8 hours and the well would be sampled
on a quarterly basis. Well sampling takes about one hour to complete each quarter.
