Work Plan for Additional Assessment S
ARCO Service Station No.2133 and Chevron Service Station No.9-4275
Stockton,California
Page 2
PROPOSED SCOPE OF WORK
The proposed scope of work included in this work plan consists of:
• Locating and properly abandoning ARCO's offsite groundwater monitoring well MW-4.
• Drilling and installing one groundwater monitoring well MW-10 to approximately 20 feet
bgs north of Chevron's facility.
• Collecting soil samples during the drilling of the monitoring well.
• Develop and sample the newly installed monitoring well.
• Surveying all groundwater and vapor extraction wells on both sites.
SITE ASSESSMENT
Task 1 - Preliminary Field Activities
Health and Safety Plan
As required by the Occupational Health and Safety Administration (OSHA) "Hazardous Waste
Operations and Emergency Response" guidelines (29 CFR 1910.120), and by California
Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and
Emergency Response" guidelines (CCR Title 8, Section 5192), SECOR will prepare a site
specific Health and Safety Plan (HASP). At a minimum, the HASP will define the proposed
subsurface investigation activities, describe physical and chemical hazards that may be
associated with the work, provide a map to the nearest emergency medical facility, and include
material safety data sheets (MSDS) for any hazardous chemicals that will be used or produced
during the work. A copy of the HASP will be available onsite at all times during field work. The
field staff and contractors performing field activities will review the HASP prior to beginning field €
operations, as described in this work plan, at the site.
Permitting
The required monitoring well installation and abandonment permits (Attachment C) will be
obtained from San Joaquin County Environmental Health Department(SJCEHD).
Borehole Clearance Activities
All boring locations will be marked with white paint and Underground Service Alert (USA) will be
notified at least 48 hours in advance of drilling. USA will be notified to identify any public utility
alignments that may be in conflict with the proposed borings. In conjunction with the USA, a
private utility locating company will be utilized for clearing proposed boring locations for
underground utilities. Boring locations will be cleared by hand to at least eight feet bgs before
machine drilling is initiated.
Task 2 —Groundwater Monitoring Well Location and Abandonment
SECOR will supervise a California licensed surveyor in order to locate a monitoring well (MW-4)
which has been paved over. The well will be located using the northing, easting, latitude, and
longitude coordinates from the survey conducted by Morrow Survey Land Surveyors dated July
31, 2006. Once MW-4 is located SECOR will supervise a California licensed drilling company
abandon the well, following the California Well Standards bulletin 74-90 Part III, Section 19 and
23 and San Joaquin County Well Standards. The well will be pressure grouted from total depth
to approximately ground surface using neat cement. Prior to pressure grouting the upper five
feet of the well casing will be overdrilled. The drilling contractor will remove each traffic rated
