An ARCO approved contractor will be responsible for
all construction activities associated with .product line activities. Construction activities
are tentatively scheduled to begin during the week of March 1, 1999. The purpose of
this Work Plan is to notify the San Joaquin County Environmental Health Department
(SJCEHD) of-the upcoming product line upgrade activities and briefly discuss the
compliance soil sampling procedures to be followed.
SITE BACKGROUND
The site is located at the intersection of interstate 5 and Benjamin Holt Drive in a
commercial and residential part of Stockton, California. The site is a service station with
an AMIPM-mini-mart that retails gasoline fuel. The site currently contains four gasoline j
underground storage tanks (USTs) and associated product lines and dispensers.
Since discovery of a piping leak in 1984, 20 groundwater monitoring wells, 14 soil vapor
extraction wells, and nine air sparge wells have been installed at. the site. A groundwater
extraction system was operated intermittently from 1984 to 1996. In 1995, a SVE/A.S
system was installed at the site. To date the SVE system has removed 3,980 pounds of
TPH-g from the soil and groundwater beneath the site. Currently nine groundwater
monitoring wells are sampled quarterly and another 11 wells are sampled semi-annually.
PROPOSED-SCOPE OF WORK
Product line upgrade activities at the site will be performed by an ARCO-approved
contractor and are scheduled to begin during the week of March 1, 1999. Soil
compliance samples will be collected from below the product lines per the Tri Regional
Board Staff Recommendations for Preliminary Evaluation and Investigation of
9912 Business Park Drive,.
