Stantec `✓ '
No Further Action Request Report
Chevron and ARCO Commingled Plume No. CP0034
April 10, 2012
3. REQUEST FOR NO FURTHER ACTION REQUIRED
DETERMINATION
This request for a determination of no further action required is based on the site conditions
meeting closure scenario #3 of the "Tri-Regional Recommendations" (CRWQCB-CVR, 2004),
which requires demonstration that:
risks to public health and safety and ecological receptors are reduced to insignificant levels,
and
groundwater contains contaminants above water quality objectives. Where best available,
cost effective technology has been implemented and chemical concentrations in
groundwater are projected to meet water quality objectives through natural processes within
a reasonable period of time, i.e., prior to any potential future beneficial use of groundwater.
Patterns of existing and projected future demands for usable water resources in the area
must be considered in determining what period of time is reasonable.
3.1. RISKS TO PUBLIC HEALTH AND SAFETY AND ECOLOGICAL RECEPTORS
3.1.1. Sensitive Receptors
EMCON Associates of San Jose, California (EMCON) conducted a one-mile radius water
supply well survey in 1986. Nine water wells were reported within one mile from the site, none
of which were reported to draw from the shallow aquifer beneath the area. Four of the nine
wells in the search radius were used for drinking water. The nearest well reported by EMCON
was located approximately 100 ft east of the site, near the northeast corner of Benjamin Holt
Drive and Plymouth Road; however, this well was destroyed in 2011. Another City of Stockton
well was reported to be located in the center of Swenson Park Golf Course, approximately a
half mile northeast of the site. This well is discontinuously perforated from 85 to 403 ft bgs.
Information about a sanitary seal was not available. A third municipal well was reported at the
corner of Belmont Place and Calhoun Way located approximately a half mile east of the site.
This well is screened from 272 to 328 ft bgs and has a sanitary seal to 35 ft bgs. The fourth
water supply well was reported to be located approximately one mile west of the site. No other
information was available for this well. The other five water supply wells within one mile of the
site were used for ornamental and irrigation purposes. Four of the wells are private wells,
located in the Lincoln Village West area, approximately 3/-mile west of the site, were used to fill
an artificial lake. The Lincoln Village wells are screened from 156 to 174 ft bgs. A PG&E well,
94275 NFAR 2012.doc 12
