The
east transformer was replaced. Clean up efforts were conducted by the PG&E employee which removed
the majority of the transformer oil from the asphalt, sidewalk and soil. The transformer oil was sampled
and determined to be approximately 268 part per million of PCB.
PG&E hired a clean up contractor PSC to rinse the street, thoroughly cleaned the area, and remove
additional contaminated soil on February 22, 2011. Sidewalks and asphalt roadway were cleaned with
penetone. Approximately 6 drums of contaminated dirt was remove and taken to their consolidation site
located on West Lane in Stockton.'
Thuy Tran of the EHD investigated the spill site and met John Holiday representing PG&E on February
23, 2011. Mr. Holiday was onsite to take samples after the clean up had occurred. Test results found that
the highest concentration was 2.9 part per million of PCB which was along the fence line of the vacant lot.
Further investigation is needed to confirm the transformer oil was not released to surrounding environment
and that clean up is adequate,
Violation: As of this date, the PG&E has not taken any corrective actions to investigate the spill from the
transformer at the site. Please be advised that disposal of hazardous waste at an unauthorized point is
a violation of Health and Safety Code§25189.5.
Corrective Action: As the transformer oil spill was not abated as part of emergency response
actions, theEHD is referring the oversight of the investigation and cleanup to the Department of
Toxic Substances Control(DTSC) and the Central Valley Regional Water Quality Control Board
(CVRWQCB).
