Alex Steele <br /> Pacific Gas and Electric Co. <br /> 1108 Murphys Grade Road <br /> Angels Camp,CA 95222 <br /> SUBJECT: Pole-Mounted Transformer Oil Spill at 103 N E St., Stockton CA, (APN 15318001) <br /> Complaint ID: C00033229 <br /> The San Joaquin County Environmental Health Department(EHD)was notified on February 22, 2011 by <br /> Alex Steele with Pacific Gas and Electric that a transformer oil spill occurred at the above address on <br /> February 21, 2011. <br /> One of the two electrical pole-mounted transformers, located between the street and the sidewalk,had over <br /> pressurized and released approximately 1-5 gallons of mineral oil onto the surrounding environment. The <br /> east transformer was replaced. Clean up efforts were conducted by the PG&E employee which removed <br /> the majority of the transformer oil from the asphalt, sidewalk and soil. The transformer oil was sampled <br /> and determined to be approximately 268 part per million of PCB. <br /> PG&E hired a clean up contractor PSC to rinse the street,thoroughly cleaned the area, and remove <br /> additional contaminated soil on February 22, 2011. Sidewalks and asphalt roadway were cleaned with <br /> penetone. Approximately 6 drums of contaminated dirt was remove and taken to their consolidation site <br /> located on West Lane in Stockton.' <br /> Thuy Tran of the EHD investigated the spill site and met John Holiday representing PG&E on February <br /> 23, 2011. Mr. Holiday was onsite to take samples after the clean up had occurred. Test results found that <br /> the highest concentration was 2.9 part per million of PCB which was along the fence line of the vacant lot. <br /> Further investigation is needed to confirm the transformer oil was not released to surrounding environment <br /> and that clean up is adequate, <br /> Violation: As of this date,the PG&E has not taken any corrective actions to investigate the spill from the <br /> transformer at the site. Please be advised that disposal of hazardous waste at an unauthorized point is <br /> a violation of Health and Safety Code§25189.5. <br /> Corrective Action: As the transformer oil spill was not abated as part of emergency response <br /> actions, theEHD is referring the oversight of the investigation and cleanup to the Department of <br /> Toxic Substances Control(DTSC) and the Central Valley Regional Water Quality Control Board <br /> (CVRWQCB). <br />
