Ms. Michelle to <br /> August 21,-2012 <br /> Page 3 of 4 <br /> Four other confirmation samples, all located on the STER property, showed PCB <br /> concentrations above residential levels. Three of these samples.were either at, or above <br /> the commercial cleanup level of 0.3 mg/kg. This cluster of samples is located at the <br /> extreme west and northwest end of the excavation and adjacent to existing railroad <br /> tracks. Confirmation samples obtained between these four samples and the source of <br /> the spill (the power pole with the leaky transformer)are non-detect for PCBs. In <br /> addition,Aha..fraur An - .in haye concentrations,of TPH which Gas <br /> Chromatogram plots included in the Soil Removal Completlon Report suggest is <br /> different than the TPH mineral oil that was part of the original spill. Thus, the report <br /> suggests that PG&E is not responsible for the contamination found in this area of the <br /> STER property and DTSC agrees that the data supports this conclusion. <br /> ARProval of the Soil Removal Completion Report. and NFA <br /> Based upon review of the Work Plans and Reports submitted, DTSC concurs that the <br /> contaminant concentrations found at the site do not pose a significant, long term threat <br /> to human health or the environment. Contamination that exists outside the spill area on <br /> the STER property does not appear to be a result of the oil that spilled in February 2011 <br /> from the leaky transformer. As such, DTSC has determined that NFA is appropriate with <br /> respect to investigation and remediation of hazardous substances at the subject <br /> property.
