The purpose of the work is to further evaluate the release of the transformer oil that occurred on <br /> February 21, 2011. This work is proposed in response to the Notice to Abate Immediately (Notice) issued by <br /> the San Joaquin County, Environmental Health Department (EHD), on April 14, 2011 (Appendix A). In the <br /> Notice, the EHD referred oversight of the investigation and clean up to the Department of Toxic Substances <br /> Control(DTSC)and the Central Valley Regional Water Quality Control Board. <br /> SITE DESCRIPTION <br /> The transformer oil release occurred at 103 North "En Street near the northwest corner of Weber Avenue and <br /> North E Street in Stockton, California. The pole-mounted electrical transformer is located within City of Stockton <br /> right-of-way on the western side of E Street (Plate 2).
