Sidewalks and asphalt roadway were cleaned with <br /> penetone.Approximately 6 drums of contaminated dirt was remove and taken to their consolidation site <br /> located on West Lane in Stockton. <br /> Thuy Tran of the EHD investigated the spill site and met John Holiday representing PG&E on February <br /> 23,2011.Mr.Holiday was onsite to take samples after the clean up bad occurred.Test results found that <br /> the highest concentration was 2,9 part per million of PCB which was along the fence line of the vacant lot. <br /> Further investigation is needed to confirm the transformer oil was not released to surrounding environment <br /> and that clean up is adequate. <br /> Violation: As of this date,the PG&E has not taken any corrective actions to investigate the spill from the <br /> transformer at the site. Please be advised that disposal of hazardous waste at an unauthorized point is <br /> a violation of Health and Safety Code§25189.5. <br /> Corrective Action: As the transformer oil spill was not abated as part of emergency response <br /> actions,the E11D is referring the oversight of the Investigation and cleanup to the Department of <br /> Toxic Substances Control(DTSC)and the Central;Valley Regional Water Quality Control Board <br /> (CVRWQCB). <br />
