It was determined the <br /> fuel leak was coming from the diesel line. As a precaution both product lines were taken out of service, until further <br /> evaluation. The UST system at Village West Marina (6649 Embarcadero Dr., Stockton, CA) has aboveground single wall <br /> dock piping and dispensers. <br /> We have determined that the EHD does not have jurisdiction over"unburied fuel delivery piping at marinas if the <br /> operator conducts daily visual inspections and maintains a log of inspections" (California Health and Safety Code <br /> 25281.5(b) (2). Therefore, a permit for this repair is not required from the EHD. We do know a permit for this type of <br /> repair is required from the City of Stockton Fire Department. Please contact them for permit requirements. <br /> The "Recommended Practices for the Installation of Marina Fueling systems", PEI/RP 1000-14, published by the <br /> Petroleum Equipment Institute (PEI) in 2014, recommends that marina floating dock piping, in all cases, should have <br /> double-walled piping that drains to a transition sump with continuous monitoring (section 7.3). <br /> Note that the EHD still does require an operating permit, an annual monitoring system certification, triennial secondary <br /> containment testing, and repair permits for the underground tank and the attached underground piping. <br /> The EHD will need to be notified once the repair has been completed to verify the piping is no longer leaking into the <br /> water.
