Responded to spill report 17-3628 and call from Village West Marina PE 2546 BACKUS <br /> 60 min Harbormaster Tim Fontaine reporting an oily sheen around a boat. I arrived on SC 944 <br /> site and discussed the incident with Tim and boat owner Austin Roberts. The boat <br /> was on a hoist in bay E24. Soft boom was deployed to contain the oily sheen and <br /> absorbent pads were used to clean up the oil. Austin stated that the boat hours <br /> have increased since he last operated the boat and a fuel tank that was full when <br /> he left it is now empty. He also stated that someone tried to steal the radio from <br /> the boat. I suggested he call Stockton PD to report the theft. <br /> I issued a Notice to Abate to Austin to cleanup and dispose of the sheen properly <br /> and provide the disposal record to the SJCEHD. I told Austin and Tim that I will <br /> inspect the site tomorrow to verify the boom and pads have been containerized <br /> and the sheen has been cleaned up. <br /> California Fish and Wildlife Office of Spill Prevention and Response(OSPR) <br /> officer Jeffries arrived on site at approximately 5:30 pm. Jeffries and I agreed that <br /> the boat is no longer leaking oil and the in process boom and pad cleanup is <br /> adequate. <br /> I also discussed the spill with Carolyn Slice, US Coast Guard, by phone, <br /> 510-697-9664. <br /> 05/23/2017 At 4:10 p.m., I received the spill report from Kimberly Blackwell. At 4:12 p.m., I PE 2546 ALANIZ <br /> 42 min called the marina and got the number of Timothy Fontaine (Tim) Harbor Master SC 544 <br /> (209) 640-3556. <br /> Fontaine was walking along the deck doing routine inspections when he noticed a <br /> sheen on the water. He tracked the sheen back to a boat. He was unsure on how <br /> long the discharge had been occurring or how much was leaked. He said the boat <br /> was located on the E dock. Absorbent booms were placed around the boat to <br /> isolate the leak. <br /> At 4:19 p.m., I called the office of the marina and got some of the responsible <br /> party's information. <br /> The boat that leaked is a 2002 master craft. <br /> It is owned by Austin Roberts (209)609-0013. <br /> The spill happened at the end of my shift and was referred to Garrett Backus. <br /> 05/24/2017 1-2 pm. Verified cleanup to be complete. 1.5 55-gallon drums of oily absorbent PE 2546 BACKUS <br /> 60 min waste was generated by this cleanup.
