Box 2009
Stockton, California 95201
Subject: Confirmation of telephone conversation concerning guidelines for installation
of underground gasoline tanks and associated environmental investigations at
ARCO Station No. 6100, 25775 South Patterson Pass, Tracy, California.
Ms. Ratliff:
Applied GeoSystems is sending this letter to confirm our telephone conversation of May
30, 1990, in response to our letter dated May 15, 1990, regarding San Joaquin Public Health
District (SJPHD) Guidelines for installation of underground tanks and associated
environmental investigations. ARCO Products Company (ARCO) proposes to install new
underground storage tanks at the subject site.
We understand if results of laboratory analyses of soil samples collected from two soil
borings drilled in the proposed tank cavity indicate the soil in this area has not been
impacted by hydrocarbons, ARCO can install the new underground storage tanks without
further sampling after excavating. If results of analyses of soil samples from the borings
indicate the soil in the new tank cavity area does contain hydrocarbons levels which require
mitigation, the tanks can be installed in the new tank cavity providing ARCO (1) commits
to a date to submit a "Soil Contamination Work Plan" and (2) installs vapor-recovery wells
where appropriate if hydrocarbons exist in the soil below the bottom of the new
underground tanks. After the hydrocarbons are delineated, a commitment to submit a "Soil
Remediation Plan" will be made.
ARCO will provide the SJPHD with quarterly updates throughout the process. The work
will be performed in accordance with the Central Valley Regional Board Staff
