Sacramento <br /> Ca i6 0123 7092 JAN 17 1992 <br /> X9761)444 4sa pi23 <br /> '7AX�91614448437 ENVIRONMENTAL HEALTH <br /> PERMIT/SERVICES <br /> January 13, 1992 <br /> Mr Chuck Carmel <br /> ARCO Products Company <br /> 2000 Alameda de las Pulgas <br /> Post Office Box 5811 <br /> San Mateo, California 94403 017-6396-04/1 <br /> Subject Excavation of Product Recovery Tank and Installation of New Waste Oil <br /> Tank at ARCO Station 2133, Stockton, Site Code 1021 <br /> Dear Mr Carmel <br /> On September 23, 1991, Brown and Caldwell Consultants (BCC) conducted soil sampling <br /> during the removal of one product recovery tank and the installation of a new waste oil tank <br /> at ARCO Products Company (ARCO) Station 2133 The site is located at 2908 Benjarnin <br /> Holt Drive, Stockton The soil sampling was authorized by ARCO under Task Order 2133- <br /> 91-1 <br /> Background <br /> In May 1984, free hydrocarbon product was identified on the groundwater after a leak <br /> occurred in one of the underground storage tanks (USTs) of fuel The leaking tank and <br /> surrounding sort was removed after approximately 2,000 gallons of fuel were lost New tanks <br /> were installed in the same area in June 1984 Efforts to recover the free product after the leak <br /> occurred were somewhat successful (600 gallons plus an additional 500 gallons during the <br /> tank removal) Soon after the leak and subsequent product recovery, a groundwater <br /> extraction/product recovery system were installed This system included a subsurface tank to <br /> be used for recovery of free product By the time the installation of the system was complete, <br /> free product thickness had been reduced to less than 1/4-inch The recovery tank was only <br /> used for a short period of time after it was installed because the remaining product was <br /> extracted rapidly with the operation of the system The tank probably contained only a small <br /> quantity of product at any time <br /> The tank has not contained product since 1986 but remained in place as a contingency for <br /> future use The compliance requirements for maintaining the tank did not warrant leaving the <br /> tank in place so the decision was made to have it removed <br /> Recovery Tank Removal <br /> The tank was removed on September 23, 1991, under the direction of a County representative <br /> Once removed, the integrity of the tank was observed The tank was in excellent condition <br /> with no indication of leakage The tank was transported to Erickson, Inc , of Richmond, CA <br /> 6396\CORRESP,6396-04 LI <br />
