.� personnel are equipped to provide a full spectrum of services from site characterization, <br /> r waste auditing, remedial investigations, feasibility studies, and remedial action planning <br /> to design and construction management. <br /> The ES office in Berkeley, California has a staff of over 100 scientists, engineers, <br /> geologists, planners, and technicians. To complete the proposed site investigation in <br /> "4 Stockton, Californla, ES will select a highly qualified project team headed by a project <br /> manager who possesses the required technical and managerial experience to direct <br /> project activities. Assisting the Project Manager will be a staff with direct experience in <br /> performing similar types of investigations. Appendix A is a selection of biographical <br /> sketches of key ES-Berkeley personnel who will be available to lend assistance to this <br /> site investigation. <br /> 5.0 HEALTH AND SAFETY <br /> Federal Occupational Safety and Health Administration (OSHA) requires that a site <br /> specific Health and Safety Plan (HASP) be prepared prior to field activities at a <br /> hazardous waste site (29 CFR Part ;910.120 [j]). Although this Exxon Retail Station is <br /> A not considered a hazardous waste site as defined by OSHA,ES safety policy dictates that <br /> a HASP be generated for use by the on-site ES investigative team since the potential for <br /> exposure to hazardous materials exists. All ES personnel and sub-contractors will be <br /> r enrolled in a medical monitoring surveillance program. <br /> Consistent with standard ES safety policy, ES will prepare a site-specific HASP prior <br /> to implementation of the site characterization activities. This plan will provide general <br /> guidelines for decision points in site safety planning and will establish personnel <br /> protection standards and mandatory safety practices and procedures. In general, the <br /> HASP will cover the following safety subjects: <br /> - Emergency contacts to be used in the event of an accident or exposure; <br /> - Description of site hazards,both physical and chemical; <br /> - On-site monitoring and personnel protection; <br /> - Project team organization and responsibilities; <br /> - Site control measures; <br /> - Decontamination procedures; and <br /> * Training and medical monitoring requirements for personnel. <br /> The provisions of the HASP will be mandatory for all site personnel; all ES sub- <br /> contractors shall conform to this plan as a minimum.
