Work Plan for Well Closure at Clover Middle School and Tracy High School Page Two
Back round
During the investigation of the site of a former leaking underground storage tank, which
was located at the Clover Middle School, 51 East Beverly, Tracy, California, a water well
which had been previously used for irrigation water was discovered. The well has not
been operated in at least three years. It was installed sometime in the 1950's and is of an
unknown size, probably 12 inches in diameter. The depth is no known but the pump
presently installed over the well is a 15 horsepower vertical turbine pump with a barrel
110 feet long. At the same time an abandoned well was identified at the Tracy High
School located at 315 East 11th Street, Tracy, California. This well, installed in the
1930's, was also used for irrigation. It has 12 inch riveted casing. There is no pump
installed in the Tracy High School well at this time but the well depth is unknown. The
Tracy Unified School District has decided to legally close these wells at the earliest
possible date.
Scope of Work
Work will be performed by Dietz Irrigation, a General Engineering contractor with an A
Hazardous Waste license #638281. The well closure work will be performed by
Spectrum Exploration a licensed well drilling contractor with a C57 license #512268.
Work to be performed is as follows:
❑ A well/pump permit will be obtained from San Joaquin Public Health Services
Environmental Health Division prior to the start of well closure. A copy of this
permit application is attached. Separate permits will be obtained for each well site.
❑ The vertical turbine pump will be removed at Clover Middle School. The electrical
will be disconnected, pump panels removed and the pump and motor will be disposed
of at a scrap metal dealer for recycling.
❑ The surface of the water in the well at Clover Middle School will be bailed to
investigate the possible presence of turbine oil in the water. If turbine oil is present,
the well will be bailed, the oily water collected and disposed at an oil recycler. In the
event that there is extensive oil on the surface of the water in the well a vacuum truck
will be brought to the site and the surface of the water will be skimmed to remove any
oil floating on the surface of the water. The contents removed will also be recycled
by an oil recycler licensed for this type of disposal.
❑ The shed covering the pump at Tracy High School will be demolished and shipped
off site for disposal.
❑ The depth of each well will be determined by lowering a weighted line to the bottom
and measuring the length of the line. The purpose of determining the depth of each
well is to determine the quantity of grout required for closure.
