REHS <br /> September 22, 2009 <br /> Mr. Weldon Church <br /> 1958 Yosemite Road <br /> Berkeley, California 94707 <br /> Subject: Weldon Church Property <br /> 104 West Beverly Place <br /> Tracy, California 95376 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Corrective <br /> Action Plan (CAP) — June 2009, dated June 24, 2009, prepared by Advanced <br /> GeoEnvironmental, Inc. (AGE) on your behalf for the above-subject site. In the CAP, four <br /> different technologies (in-situ soil vapor extraction (SVE), in-situ chemical oxidation (ISCO), <br /> bioremediation, and natural attenuation) for remediating petroleum hydrocarbon <br /> contamination in soil, as well as four technologies (ISCO, groundwater extraction, <br /> bioremediation, and natural attenuation) for remediating petroleum hydrocarbon <br /> contamination in groundwater were evaluated by AGE. <br /> Based on the information presented in the CAP, AGE concluded that RegenOxTI", an ISCO <br /> technology, followed by bioremediation, may be the best methodologies for remediating <br /> chemicals of concern at the above-subject site. AGE recommends performing an ISCO pilot <br /> study that includes the installation of a monitoring well adjacent to the public sidewalk and <br /> dwelling walkway to monitor the effectiveness of the ISCO injections. <br /> The EHD approves the submittal of a pilot study work plan to study the effectiveness of <br /> RegenOxTM; however, before submitting the work plan for the ISCO pilot test to the EHD, <br /> you must first contact the Central Valley Regional Water Quality Control Board (CVRWQCB) <br /> to confirm the pilot test will satisfy the needs of the CVRWQCB for their evaluation for waste <br /> discharge requirements (WDRs). If the requirements have been met, then submit the work <br /> plan to the EHD by December 1, 2009. <br /> There appears to be a greater concentration of petroleum hydrocarbon contamination in soil <br /> on the east side of the property, possibly due to the sewer line and other underground <br /> utilities located beneath or near the driveway acting as conduits; therefore, the EHD <br /> recommends moving the proposed monitoring well and two of the three injection points to <br /> the east side of the dwelling walkway. <br /> If you have any questions concerning this letter, please contact Vicki McCartney at (209) <br /> 468-9852, or by email at vmccartney@sjcehd.com. <br />
