Vicki McCartney [EH]
From: Vicki McCartney [EH]
Sent: Thursday, September 17, 2009 11:33 AM
To: 'bmillman@advgeoenv.com'
Subject: RE: Weldon Church
Briari:
Listed below are the reasons why I denied the Corrective Action Plan-June 2009, dated June 24. 2009, for the
Weldon Church Property at 104 West Beverly Place:
Section 2.4 - Dec. 1995 -The units for TPHg, and BTEX detected in grab groundwater samples collected from
borings P-1 - P-6 should be ug/L, not mg/L. (Example, 210,000 ug/L TPHg, 35,000 ug/L toluene, and 12,000 ug/L
benzene.)
Section 2.4 - July 1996 - 1 believe monitoring wells MW-1 through MW-4 are screened between 5 and 20 (not 25)
feet bsg. Even though the boring logs for these four wells indicate that the total depths were 25 feet bsg, if you
check the EHD records, the inspector during the well installations recorded that the wells were screened between
5 and 20 feet bsg. This is supported by field measurements collected quarterly. Also in this same section, it
states that TPH-g and BTEX were detected at 10 feet bsg from MW-1 at concentrations of 1,500 mg/kg. The 8.3
mg/kg should be omitted. B -8.4, T-28, E-15, and X -55 mg/Kg.
Section 2.4 - April 2007 - MW-5 is screened between 3 and 13 (not 10)feet bsg.
Section 2.4 - April 2008 - Soil results for B25-6 and B26-6 were omitted from this paragraph.
Section 3.0 - The next-to-last paragraph is difficult to understand. The first sentence states that the vertical extent
of TPHg-impacted soil does not appear to extend beyond 12 feet bsg (F-1/12'). Then the last sentence of that
same paragraph states that TPHg and BTEX were not detected in any soil samples collected at depths greater
than ten feet bsg. This last statement is not true since contamination was found at twelve feet bsg in sample F-
1/12'.
Figure 6 is missing TPHg soil results for borings B25-6 and B26-6.
Figure 7 - The average concentration of TPHg in groundwater collected from MW-1 is not 85 ug/L.
Table 2 - The toluene concentration for soil samples collected from E-1/8' should be 51 mg/kg, not 541 mg/kg.
There are soil results for MTBE, ETBE, TAME, TBA, and DIPE for soil samples B13-6, B14-5, B14-10, and B15-6
that were omitted from Table 2.
The soil results for borings B25-6 and B26-6 were omitted from Table 2.
Brian, please let me know if you have any problems understanding any of the corrections listed above. I
appreciate your taking the time to make these corrections. Thank you.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
600 East Main Street
Stockton,California 95202
Phone: (209)468-9852
Fax: (209)468-3433
Email: .v_mccartney a) cehd.com
From: Brian Millman [mailto:bmillman@advgeoenv.com]
Sent: Tuesday, September 15, 2009 10:58 AM
To: Vicki McCartney [EH]
Subject: Weldon Church
Hi Vicki, I see that you denied the CAP on geotracker for 104 West Beverly Place , Tracy, CA. I
also see that it would not let you input the reasons for the denial. Please let me know the reasons
for the denial and I will try to make the revisions.
9/17/2009
