CALIFORN1A95776-1675 <br /> 916/662-2841 <br /> March 27, 1998 FAX 916/662-1376 <br /> Union Pacific Railroad <br /> RE: Lodi Spill <br /> Gentlemen.- <br /> On <br /> entlemen;On January 19, 1998 Delta Oilfield Services, Inc. responded to a spill in Lodi,California, <br /> Twenty-five railcars had derailed in a desolate area on Simplot property <br /> There was 300 gallons of phosphoric acid spilled into a 40,000 gallon rain puddle. Delta <br /> pumped the 40,000 gallons into two 20,000 gallon storage tanks and treated the pH 2 <br /> water phosphoric acid mixture with aqua ammonia for neutralization. They were hauled <br /> to Western Chemical FarmLand at a later date with the approval of San Joaquin Public <br /> Health official,Harlin Knoll, ftEFLS, <br /> The Union Pacific contact on site was Don Snow. Mr. Snow directed Delta to excavate <br /> acid-contaminated soil and latex-paint contaminated soil only_ .All the excavated material <br /> was placed in roll off bins for proper shipping. The latex-part contaminated soil was <br /> shipped to Altamont which is a Class I1 landfill in Livermore, California. The acid- <br /> contaminated soil was hauled to a Class I landfill in Kettleman, California. The neutralized <br /> phosphoric acid water was shipped to grower ponds for use in irrigation. The soil <br /> excavation areas were sampled and backfi[led to the original grades.
