II . LOAD CHECKING PROGRAM <br /> i <br /> The key element of the Program is the load checking program which <br /> is ongoing rather than periodic and random. This Program has <br /> been initiated at the site and involves screening for the <br /> unacceptable wastes listed below. <br /> Wastes which are not accepted at the NCRC&SL are the following <br /> common classifications : <br /> ♦ Chemicals or chemical sludges which are toxic, corrosive, an <br /> irritant, or a strong sensitizer <br /> ♦ Drugs <br /> ♦ Infectious wastes <br /> ♦ Radioactive wastes <br /> ♦ Flammables or explosives <br /> ♦ Free liquids or liquid residues in containers in which the <br /> containers are greater than five gallons in volume . i <br /> ♦ Oil, batteries, or fuel wastes <br /> ♦ Pesticides or insecticides (properly neutralized and rinsed <br /> containers are allowed) . <br /> ♦ Bag .house or air scrubber wastes <br /> ♦ Asbestos wastes <br /> ♦ Tank cleaning sludges or sediments <br /> ♦ Contaminated soil or sand <br /> ♦ PCBs (polychlorinatedbiphenyl) <br /> The key element in the load checking program involves assigning a <br /> Refuse Worker to act as a load checker to visually monitor the <br /> unloading area. This load checker examines the contents of <br /> vehicles as they are unloaded, checking for unacceptable wastes . <br /> This person also records on a Load Checker' s Log (Exhibit 1) the <br /> vehicle license plate number of each vehicle and the name of the <br /> hauler, if the customer is a commercial hauler. <br /> -2- <br />
