CITY OF STOCKTON <br /> CIO AUG 24 rj-111: SGERTIFIED MAIL <br /> iliTURN RECEIPT <br /> DEPARTMENT OF MUNICIPAL UTILITIES Z 407 935 353 <br /> 2500 NAVY DRIVE <br /> STOCKTON, CA 95206-1191 <br /> (209)937-B750 <br /> FAX(209)937-13708 <br /> August 10, 2000 <br /> Mr. Richard Doss,Plant Manager <br /> Sierra Chemical <br /> 1010 Industrial Drive <br /> Stockton, CA 95206 <br /> NOTICE OF VIOLATION <br /> This Notice of Violation is intended to notify Sierra Chemical of a violation of City <br /> Municipal Code Section 7-805 that occurred on August 4, 2000. <br /> Violation <br /> Section 7-805 prohibits the discharge, directly or indirectly, to the City storm drain <br /> system of any pollutant, wastewater, or any substance or material which will interfere <br /> with the operation and performance of the City's storm drain system or violate the City's <br /> NPDES permit. In this instance, the discharge was wastewater containing chlorine and <br /> an elevated pH. <br /> Upon verbal notification on August 4, 2000, you immediately commenced a cleanup <br /> effort that continued to August 5, 2000. Your testing on August 5, 2000 at the Stockton <br /> Airport Business Center Pump Station documented no chlorine and a pH of <br /> approximately 7.5. However, when the pump station was reactivated on August 9, 2000, <br /> a strong odor of chlorine was again detected and the pump station was immediately <br /> turned off. <br /> Therefore, your cleanup efforts have not been adequate. In order to insure that the <br /> cleanup effort is complete, you are directed to hire a qualified environmental cleanup <br /> firm to perform the cleanup operation. The cleanup efforts must extend from the point of <br /> discharge to the pump station. A list of acceptable firms is attached.
