� February 20, 2006 <br /> FEB 2 7 6f''� <br /> \S ENVIRONMENi <br /> PERMITJSERTUS <br /> Ms Lori Duncan, Senior RENS 06080 <br /> San Joaquin County Environmental Health Department 06 a3 <br /> 304 E Weber Street, Third Floor <br /> Stockton, California 95202-2708 <br /> Re- Site Closure Report <br /> ARCO Service Station 6080 <br /> 85 East Louise Avenue,Lathrop, California <br /> Dear Ms Duncan <br /> URS Corporation Americas (URS), on behalf of Atlantic Richfield Company (ARCO — a BP-affiliated <br /> company), has prepared this site closure report for the former ARCO Service Station No 6080 located <br /> at 85 East Louise Avenue,Lathrop, California (site) <br /> This closure report has been prepared in response to a letter from the San Joaquin County <br /> Environmental Health Department (SJCEHD) dated November 28, 2005 requesting that a closure report <br /> be prepared for the site (Attachment A) The following pages present the site background with <br /> assessment activities and findings, remedial action summary, contaminant mass remaining and <br /> distribution, sensitive receptors, and conclusions and recommendations <br /> SITE BACKGROUND <br /> The site is Iocated at 85 East Louise Avenue in Lathrop, California (Figure 1) The site is currently <br /> operating as a gasoline station with AM/PM mini mart Site structures include three double-walled <br /> 12,000-gallon fiberglass underground storage tanks (USTs) with associated piping and one dispenser <br /> island (Figure 2) <br /> Previous Investigations <br /> In September 1999, ten soil samples were collected beneath dispensers and product lines during upgrade <br /> activities Analytical results Identified total petroleum hydrocarbons as gasoline (TPHg) in three of the <br /> dispenser areas and three of the piping areas at a maximum concentration of 6,700 milligrams per <br /> kilogram (mg/kg) Methyl tert-butyl ether (MtBE) was detected in one dispenser sample and one piping <br /> sample-at-concentrations of_1 71 mg/kg and 0 93 mg/kg, respectively Benzene was not detected in any <br /> of the soil samples, but toluene, ethylbenzene, and xylenes were detected in seven of the samples <br /> (Attachment B) Based on the concentrations of analytes detected in the samples, approximately 50 <br /> cubic yards of petroleum-impacted soils were over-excavated Following over-excavation activities, soil <br /> samples were collected TPHg was detected up to 9,800 mg/kg Benzene was not detected in any of the <br /> samples, however, toluene and ethylbenzene were detected in two of the samples and xylenes were <br /> detected in all five of the samples MtBE was detected in one of the samples at a concentration of 0 41 <br /> mg/kg (Attachment B) Soil stockpiles were sampled and approximately 97 cubic yards of soil was <br /> hauled off site for proper disposal <br /> J URS Corporation <br /> ' Crown Corporate Center <br /> 2870 Gateway Oaks Drive Suite 150 <br /> Sacramento CA 95833 <br /> Tel 916 679 2000 <br /> Fax 916 679 2900 K IWprocessU5 BP ARC01060801Closure Rpts16080 Closure Report doe <br />
