I <br /> WORK PLAN FOR <br /> DESTRUCTION OF GROUNDWATER MONITORING WELLS <br /> AL-1, AL-2, AND AL-4, <br /> FOR ARCO, FACILITY 6080, LATHROP, CALIFORINL4, <br /> This work plan has been prepared by Brown and Caldwell on behalf of ARCO Products <br /> Company (ARCO). The proposed work is to provide for the destruction of 3 groundwater <br /> monitoring wells AL-1, AL-2, and AL-4 at ARCO Facility 6080, located at 85 East Louise <br /> Road, Lathrop, California. The work plan will be submitted to ARCO, the County of San <br /> Joaquin Environmental Health Division (County), and the California Regional Water Quality <br /> Control Board (RWQCB). The proper well destruction permit will be obtained prior to <br /> destroying the groundwater monitoring wells. The Site Safety and Health Plan (SSHP) <br /> prepared from a master plan for all northern California ARCO stations with site specific <br /> information, dated December 20, 1994, will be implemented and retained on-site during the <br /> field work. <br /> I <br /> This work plan describes the methods to be used in the field to destroy the groundwater <br /> monitoring wells. This plan proposes a project schedule for work at the site and the timely <br /> submittal i a site summary report to the County and RWQCB after the completion of this <br /> work. <br /> i <br /> I <br /> SITE BACKGROUND <br /> Wells AL-1 and AL-2 are up gradient wells that were installed in 1987. The wells are <br /> constructed of PVC casing and are approximately 27 feet deep. Well AL-4 is a down gradient <br /> well constructed in 1987 and is approximately 27 feet deep. These wells have been sampled <br /> annually since installation in 1987. Hydrocarbons have not been identified in any of the wells <br /> since sampling began. Minor unidentifiable hydrocarbons were found in the soil near the <br /> former waste oil tank location. The County has concluded that the potential threat to <br /> groundwater does not warrant further investigation in this area. The County has informed <br /> ARCO that it will issue a formal site certification (Closure) letter upon the proper destruction <br /> of the monitoring wells. <br /> i <br /> SCOPE OF WORK <br /> This section describes the proposed scope of work for the destruction of groundwater <br /> monitoring wells AL-1, AL-2, and AL-4. Figure 1 shows the location of wells AL-1, AL-2, <br /> and AL-4. <br /> 77ris report was prepared in accordance with the standards of the environmental consulting industry at the time it was <br /> prepared. It should not be relied upon by parties other than those for whom it was prepared, and then only to the <br /> extent of the scope of work which was authorized.
