I WORK PLAN FOR DESTRUCTION OF GROUNDWATER MONITORING WELLS AL-1, AL-2, AND AL-4, FOR ARCO, FACILITY 6080, LATHROP, CALIFORINL4, This work plan has been prepared by Brown and Caldwell on behalf of ARCO Products Company (ARCO). The proposed work is to provide for the destruction of 3 groundwater monitoring wells AL-1, AL-2, and AL-4 at ARCO Facility 6080, located at 85 East Louise Road, Lathrop, California. The work plan will be submitted to ARCO, the County of San Joaquin Environmental Health Division (County), and the California Regional Water Quality Control Board (RWQCB). The proper well destruction permit will be obtained prior to destroying the groundwater monitoring wells. The Site Safety and Health Plan (SSHP) prepared from a master plan for all northern California ARCO stations with site specific information, dated December 20, 1994, will be implemented and retained on-site during the field work. I This work plan describes the methods to be used in the field to destroy the groundwater monitoring wells. This plan proposes a project schedule for work at the site and the timely submittal i a site summary report to the County and RWQCB after the completion of this work. i I SITE BACKGROUND Wells AL-1 and AL-2 are up gradient wells that were installed in 1987. The wells are constructed of PVC casing and are approximately 27 feet deep. Well AL-4 is a down gradient well constructed in 1987 and is approximately 27 feet deep. These wells have been sampled annually since installation in 1987. Hydrocarbons have not been identified in any of the wells since sampling began. Minor unidentifiable hydrocarbons were found in the soil near the former waste oil tank location. The County has concluded that the potential threat to groundwater does not warrant further investigation in this area. The County has informed ARCO that it will issue a formal site certification (Closure) letter upon the proper destruction of the monitoring wells. i SCOPE OF WORK This section describes the proposed scope of work for the destruction of groundwater monitoring wells AL-1, AL-2, and AL-4. Figure 1 shows the location of wells AL-1, AL-2, and AL-4. 77ris report was prepared in accordance with the standards of the environmental consulting industry at the time it was prepared. It should not be relied upon by parties other than those for whom it was prepared, and then only to the extent of the scope of work which was authorized.
