Louise Avenue <br /> Lathrop, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) has completed the review of the report <br /> submitted by Brown and Caldwell Consultants dated June 26, 1992 <br /> for the above referenced site and has the following comments. <br /> This site was recently evaluated by our Site Mitigation Technical <br /> Review Committee. various concerns were raised by the committee <br /> and are presented to you in this letter. <br /> The gas chromatograms from the analysis of the groundwater grab <br /> samples obtained in the last phase of field work confirms that <br /> the groundwater in the area of the former waste oil tank has been <br /> impacted by hydrocarbons. Although the length of the hydrocarbon <br /> chains identified in the gas chromatograms are inconclusive, it <br /> does not preclude ARCO of the responsibility to investigate, <br /> mitigate and/or monitor the release. <br /> The three existing monitoring wells are located at a substantial <br /> distance from the area known to be impacted by hydrocarbons and <br /> therefore do not provide adequate data for use in evaluating the <br /> area of concern or for use in an effective groundwater monitoring <br /> program of that area. <br /> In addition, the divergent groundwater flow directions make it <br /> difficult to fully identify the extent and possible source(s) of <br /> the contamination or to effectively monitor the migration of the <br /> impacted groundwater. <br /> Our active underground storage tank (UST) file indicates that the <br /> current USTs were upgraded in 1984, before the UST regulations <br /> became effective. In order to evaluate whether the former USTs <br /> were a potential source of this contamination, PHS/EHD requests <br /> that any reports or information relating to those former tanks, <br /> including their removal, be submitted to this office for review. <br /> Please submit by October 26, 1992 . <br /> A Division of San Joaquin County Health tare Services <br />
