SANJ O A Q U I N Environmental Health Department IDU IVT Y Complaint Record Daily Time and Activity Summary from 1/13/2005 to 12/14/2017 for COAQEOCDP located at 15537 S Kelso Road, Tracy, CA Activity Date Recorded by 12/12/2017 At 10:10am SJC EHD received spill report(Cal OES# 17-8816) stating " Per PE 2546 SAEED 300 min NRC: "THE REPORTING SOURCE STATED THAT A SUBMERGED VESSEL IS SC 004 LEAKING FLUIDS INTO THE OLD RIVER. THE RP ALSO ALLEGED THAT TRANSIENTS ARE DUMPING RANDOM ITEMS IN THE WATER, FROM THE SAME PROPERTY."Yvonne with EHD notified me of this report. I came to the office to gather more information. The location of the spill was reported as" Middletown Island, Old River". I could not find this location in google map. I asked Muni if he knows this location, and told me no, and asked to let Rodney know about this report. I discussed the spill report with Rodney, and told me that Vance will follow up on this since the water from the Old River is use as drinking water. At 10:57am I called the reporting party, Nancy Hoghton, at(209) 321-1319. Nancy described the location to me, and told me I can come to her house, and then she will help me locate the boat since she lives in the area. Nancy Address is 15597 S Kelso Road, Tracy, CA. At 11:05am I left the office to respond. At 11:55am I arrived to the area and met with Nancy. Nancy told me that the boat has been sinking for about 3 months, and there is another boat within 200 ft that we cannot see from her house that is sinking too. Nancy told me that she complained about the boat to the SJC Sheriff Office in the last two months, and they told her they do not have the resources get the boat out. She told me that yesterday she call the Coast Guard, and told her to call the state to generate spill report. Nancy asked me to ride with her and her friend in her barge so we can get closer to the sunken boat. I told Nancy I cannot go with them because of my work policy. She insisted that I go with her and it is safe , and I should not be afraid. I explained that I am not afraid I am just following the work policy. I called Muni to update him. Nancy asked me to speak to Muni, and Muni spoke to her. Nancy told me that she spoke with Amanda Johnson with Department of Fish and Wildlife, and told her to send her photos. Nancy told Amanda that I am going with them on the boat. I called Amanda at( 916) 539-8040 and told her that I am not going with Nancy on the Boat because it is our Department Policy, and we do not have a boat to do it. I asked Amanda if they will come to take a look, and she told me they will only come if there is a fuel leak, but she does not think so because the boats been sinking for six months. She mentioned if there was a fuel in the boat it will be gone before now. I told Nancy if she wants to get closer to the boat, she can and take photos and email them to me. Nancy told me I can go to her neighbor house, and I will be able to see the boat closer. I went to her neighbor house, 15533 Kelso Road, and I was able to see the boat within about 300 feet away. The boat was sinking and about 3-5 ft still visible. I could not tell if it is engine boat or not, but Nancy told me it is an Engine boat. I took photos of the boat from the neighbor patio. I asked Nancy if she has any information for the responsible party and told me it is the business next to the sunken boat. The name of the business is Middleton Marina located at 15537 S Kelso Road, Tracy, CA. However. She did not have the owner name or phone number. The RP information on the compliant was obtained from Parcel Viewer. There was no way from me to get closer to the Marina house/office without a boat. Nancy mentioned that there were a rumor this business went for foreclosure. I called Muni and updated him about the situation. Muni told me since there is no leak or sheen on the water, we cannot do anything, but we may refer it or discuss it in the task force. I told Nancy since there is no fuel spill or leak visible I cannot do anything, but if I have an update I will let her know. I asked her to ask the Coast Guard if they can get the boat out.
