EHD instructed <br /> you to execute the destruction of all wells installed as part of your site investigation and <br /> remedial action. The CVRWQCB will not issue a Case Closure Letter for this site, until EHD <br /> verifies the wells have been properly destroyed and all onsite waste material have been <br /> removed and properly disposed. The EHD finds that you failed to comply with the EHD October <br /> 28, 2013 directives to destroy the wells at the above referenced property <br /> by the compliance date of December 28, 2013. <br /> As such, you are in violation of San Joaquin County Well Standards, Section 6.1 and <br /> California Well Standards Bulletins 81-90 Section 20, 21, and 22, that state a well is <br /> considered "abandoned" if it has not been used for one year or if the well is no longer useful; <br /> that these wells may become a source of impairment to the groundwater quality and constitute a <br /> safety hazard; and require all "abandoned" wells to be destroyed to assure that the groundwater <br /> supply is protected and preserved for further use, and eliminate any potential physical hazard. <br /> You are hereby directed to destroy these wells by February 1, 2014, under EHD permit and <br /> inspection. To precede with the destruction of the wells a permit must be obtained from the.EHD <br /> by a C-57 licensed well,contractor that meets with the EHD and the San Joaquin County Well <br /> Standards requirements as follows: <br /> A All wells with unknown construction and/or located in an area of known or suspected <br /> area of contamination are to be destroyed by removing all the contents of the well <br /> (conductor casing, well casing, screen, filter pack, grout sealant); the cleared borehole is <br /> then to be sealed with neat cement by pressure grouting from the bottom upward to a <br /> depth of three.to five feet below grade. <br /> MW-3 is located in an area of known contamination and shall be destroyed by removing <br /> all the contents of the well, as soil contamination was reported during installation of MW- <br /> 3 at 60 feet below grade surface (bgs) with TPHd at 69 mg/kg, and at 65 feet bgs with <br /> TPHg at 1.1 mg/kg; toluene at 0,018 mg/kg; ethylbenzene at 0.026 mg/kg; and xylenes <br /> at 0.058 mg/kg). <br />
