EHD has a contract with California State Water <br /> Resources Control Board to conduct an underground storage tank program. The above <br /> referenced site was placed in the EHD Local Oversight Program (LOP) in December 1996. <br /> On July 27, 1999, EHD staff met with you to review the information gathered to date on the <br /> five UST removals that occurred from 1986 to 1992 at the above referenced address. The <br /> site history and the locations of the 5 USTs removed under permit and inspections by EHD <br /> were discussed. Also, the analytical results of the soil samples collected during the previous <br /> investigation and remedial activities (soil excavation and confirmation sampling)were <br /> reviewed. You were directed to perform a soil and groundwater assessment in the areas of <br /> the former USTs. <br /> On July 11, 2001, EHD approved a Work Plan (WP) to conduct additional soil and ground <br /> water assessment in the three former locations of USTs #1 through #5. The work was <br /> performed by Advanced GeoEnvironmental, Inc. (AGE) under EHD permit and inspection on <br /> October 5, 2001. <br /> On May 1, 2002, EHD and Central Valley Regional Water Quality Control Board staff met <br /> and reviewed the Preliminary Investigation and Evaluation Report prepared by AGE dated <br /> December 4, 2001. Soil sample results for samples P-1 and P-2, taken in the area of former <br /> USTs#1, #4, and #5, evidenced gasoline and diesel contamination. Furthermore, <br /> groundwater results from P-2 contained gasoline and diesel contamination. The vertical and <br /> lateral extent of soil and groundwater in the area of P-1 and P-2 remains undefined. Based <br /> upon the soil and groundwater contamination, EHD and CVRWQCB staff cannot consider <br /> site closure until additional data is provided which follows the Tri-Regional Board Staff <br /> Recommendations For Preliminary Investigation and Evaluation of Underground Tank Sites. <br /> Additional soil and groundwater assessment must be completed in order to define the <br /> vertical and lateral limits of contamination. The data required includes: figures depicting <br /> lithology (cross sections); concentration contours of contaminants found and those <br /> remaining in soil and groundwater; mass calculations of contaminants treated (excavated) <br /> versus the contaminant mass remaining. <br />
