PHS/EHD has a contract with California State Water <br /> Resources Control Board to conduct an underground storage tank program. The above referenced <br /> site was placed in the PHS/EHD Local Oversight Program(LOP) in December 1996. <br /> On July 27, 1999, PHS/EHD staff met with you to review the information gathered to date on the five <br /> UST removals that occurred from 1986 to 1992 at the above referenced address. The site history and <br /> the locations of the 5 USTs removed under permit and inspections by PHS/EHD were discussed. Also, <br /> the analytical results of the soil samples collected during the previous investigation and remedial <br /> activities (soil excavation and confirmation sampling) were reviewed. <br /> Three separate UST areas were identified at the above referenced site. One area had two diesel <br /> USTs (T-4, T-5) and one gasoline UST(T-1), another area had one unleaded gasoline UST(T-2), and <br /> the third area had a waste oil UST(T-3). An Unauthorized Release Report(UAR)was filed in 1986 for <br /> the former diesel USTs (T-4, T-5) and PHS/EHD gave you a directive to perform additional <br /> investigation. In 1992, a UAR was filed for a 2,000 gallon gasoline UST(T-1)which was located near <br /> the diesel USTs removed in 1986. Even though soil results for T-2 were below detection limits for <br /> contaminants, no analysis was performed for MTBE. The former gasoline and diesel UST areas need <br /> further assessment to define the lateral and vertical extent of contamination and confirm the absence <br /> of MTBE. <br /> A 500 gallon waste oil UST(T-3)was removed on May 17, 1990 and a soil sample was collected for <br /> analyses during PHS/EHD inspection. PHS/EHD has not received the analytical results for the sample <br /> collected. Submittal of results is a requirement of the UST Removal Permit. If results can not be <br /> submitted to this office for review, the area of the former waste oil UST must also be assessed. <br /> You are directed to define the full extent of contamination in all three former UST areas.
