t
COMPLAINT ID: C00020384
i
Date: 3/31104
On 2/17104, REHS Mike Escotto (MFE)performed a liquid waste inspection of the
package sewage treatment plant at the Tahama Village Mobile Home Park located at
10780 N. Hwy. 99, Stockton. During this inspection a hose was observed exiting from a
well for leach line#1 and leading to the property south of the facility. The well was
opened and a pump was observed in the well.
MFE spoke with the facility manager, Mr. Marcello Lamas, who stated that a large group
of visitors to the park had caused the system to overflow. In an effort to stem this flow,
he diverted the excess septic wastewater onto the neighboring property. Earlier in the
inspection MFE had learned that Mr. Lamas had recently called in a septic contractor to
pump out another portion of the system. MFE asked Mr. Lamas why he failed to contact
the septic contractor for pumping services in this instance. Mr. Lamas refused to respond
to this query. A Notice to Abate was issued to Mr. Lamas for improper disposal of liquid
waste material and to require the removal of the illegal disposal apparatus (hose and
pump) from the sewage treatment plant.
On 311104, re-inspected the facility and found that system was operating normally and
that the illegal disposal device had indeed been removed.
