i
A
a San Joaquin County
`y Environmental Health Department
Complaint Record Daily Time and Activity Summary from 3/1/2015 to
,F 6/21/2034 for CO6XPHU2T located at
3028 Navy Dr, Stockton
Recorded by
Activity Date
01/28/2017 1:42 pm- 3:30 pm. EHD received notification of the spill at approximately 1 pm on PE 2546 BACKUS
108 min Saturday January 28. 1 arrived on site at 1:42 pm and met Jordan Cain, SC 978
environmental contact for Pacific Ethanol. Jordan said a forklift driver was moving
a metal tote of Corrpro and had an accident spilling the chemical into the concrete
storm water surface conveyance. Jordan stated the spill occurred at 5:30 pm on
Friday January 27. Jordan stated the forklift driver used a lot of water to rinse the
Corrpro off the concrete and asphalt into the storm water ditch that surrounds the
facility. Corrpro was observed in approximately 800 feet of storm water ditch
which is composed of soil with no concrete lining. Jordan said the Corrpro
becomes a white cloudy liquid when exposed to water for a length of time. Initially
when Corrpro contacts with water it floats on top of the water as a red oil. The spill
did not appear to flow off site. The ditch water was blocked with solid material to
prevent flow of the chemical further downstream. Ponder Environmental is
responding to the scene. Richard Stiffler(City of Stockton) and Jeff Wait(Port of
Stockton) were also on site. Notice to Abate issued to Jordan Cain.
01/28/2017 5-6 pm. Haza S. and I returned to the site and observed Ponder Environmental PE 2546 BACKUS
60 min starting to use a vacuum truck to remove the standing liquid from the ditch.
