Environmental Health Department <br /> SAN JOAQUIN <br /> UNTY <br /> Complaint Record Daily Time and Activity Summary from 1/1/2017 to <br /> 5/2/2017 for C06XPHU2T located at <br /> 3028 Navy Dr, Stockton <br /> Activity Date Recorded by <br /> 01/28/2017 1:42 pm -3:30 pm. EHD received notification of the spill at approximately 1 pm on PE 2546 BACKUS <br /> 108 min Saturday January 28. 1 arrived on site at 1:42 pm and met Jordan Cain, SC 978 <br /> environmental contact for Pacific Ethanol. Jordan said a forklift driver was moving <br /> a metal tote of Corrpro and had an accident spilling the chemical into the concrete <br /> storm water surface conveyance. Jordan stated the spill occurred at 5:30 pm on <br /> Friday January 27. Jordan stated the forklift driver used a lot of water to rinse the <br /> Corrpro off the concrete and asphalt into the storm water ditch that surrounds the <br /> facility. Corrpro was observed in approximately 800 feet of storm water ditch <br /> which is composed of soil with no concrete lining. Jordan said the Corrpro <br /> becomes a white cloudy liquid when exposed to water for a length of time. Initially <br /> when Corrpro contacts with water it floats on top of the water as a red oil. The spill <br /> did not appear to flow off site. The ditch water was blocked with solid material to <br /> prevent flow of the chemical further downstream. Ponder Environmental is <br /> responding to the scene. Richard Stiffler(City of Stockton) and Jeff Wait(Port of <br /> Stockton)were also on site. Notice to Abate issued to Jordan Cain. <br /> 01/28/2017 5-6 pm. Haza S. and I returned to the site and observed Ponder Environmental PE 2546 BACKUS <br /> 60 min starting to use a vacuum truck to remove the standing liquid from the ditch. SC 978 <br /> 01/28/2017 At 01:00pm I was notified by Kasey Foley of spill at Pacific Ethanol facility that is PE 2546 SAEED <br /> 270 min located at 3028 Navy Drive, Stockton, CA. I was told 400-500 gallons of SC 944 <br /> Algaecide was spilled last night at the parking lot of this facility. I told Kasey that I <br /> was on my way to UPPR incident, and she told me that she called Garrett to follow <br /> up with this incident, but he did not answer. <br /> At 01:54pm Garrett called me and told me that he is responding to the Pacific <br /> Ethanol incident. At 02:13pm I called Richard Stiffler with the City of Stockton and <br /> notified him about this incident. Richard told me that he is at the UPRR incident, <br /> and after he finishes there, he will go to Pacific Ethanol. <br /> At 04:35pm Garett asked me to notify the Ag commissioner office. I called, but no <br /> one answered. Garrett was following up with incident(C00042855)and asked me <br /> to follow up with this incident. <br /> At 05:00pm I arrived at Pacific Ethanol site and Garett explained to me the <br /> natures of the release and the clean-up expectation. At 05:10pmTony Fedota, <br /> Ponder Environmental supervisor for this clean-up arrived on site with his crew. I <br /> discussed with Tony his plan for the clean-up and EHD requirement. Tony told me <br /> that tonight they will start pumping out the contaminated liquid into the pump truck, <br /> and tomorrow they will start the excavation to clean-up the contaminated soil <br /> inside the ditch. I also met with Jordan Cain, the EH&S manager for this site, and <br /> I explained to her my expectation for the clean-up and waste disposal. At <br /> 06:50pm I left the site to follow up with incident*C00042855. <br /> At 08:14pm, Tony called and told me that he discovered two storm drains that <br /> could be contaminated with the spilled materials, and the storm drains do not flow <br /> outside the site, but connected to the contaminated ditch. I told Tony that will be <br /> there around 11:00pm. At 10:45pm I returned to the site to follow up with the <br /> clean-up. I inspected the two storm drains, which are located north of the facility. <br /> Both of the storm drains are connected to a third storm drain inside the <br /> contaminated ditch. I told Tony that they need to pump out the liquid out of the <br /> storm drains and pressure wash/triple rinse the storm drains. Another pump truck <br /> and more crew from Ponder Environmental arrived on site, and they started <br /> pumping the liquid out of the storm drains. The third storm drains was tightly <br /> sealed and could not be open. Tony told me he will open it tomorrow morning <br /> when the excavator arrive. <br /> Page 1 of 5 <br />
