RIPON ROAD AND RIVER ROAD FNVIRONMENTAL HEALTH
PERMIT I SERV ICES
Thank you for asking the Regional Board to review the work which has been, completed to cleanup
the atttmoniurn nitrate spill which occurred on N. Ripon Road and River Road last February. A
review of the data provided shows that there appear to be eievated levels of nitrogen in the soils
collected from locations #1,3,4, and 6. However, before I can determine whether these levels pose
a threat to water quality, the following questions need to be answered:
1. What is the depth of the first groundwater in this area?
2. 1 understand that the initial excavation was an average of 10" deep, and that the subsequent
samples were collected from 36" bgs. Therefore, it appears- that there is a zone of soil from
10" to 36" which may contain unknown amounts cif fertilizer residue. Is this correct'?
3. Was the soil berm put in place after the excavation.'? If it was there before the spill, why
weren't soil samples collected from it?
4. What was the reason for taking most of the soil samples from beneath the paved road?' Did
the fertilizer spill pond on the road instead of on the dirt next to the read?
5. If the spill extended 100' east on River Rodd, why was only one sample taken, on River
Road, at 16' from the intersection'? Couldn't the remaining 84' of the spill area contain
elevated nitrogen levels?
6. What does the footnote "1,a" signify on the laboratory sheets? Also, 1 assurne that the
laboratory is reporting the nitrate analysis in units of nitrate-nitrate, not nitrate-nitrogen.
Please let me know the answers to the above questions as soon as possible. if you have any
questions, 1 can be reached at (916) 255-3104-
W &
WENDY W'YELS
Ag Regulatory Unit
